Directorate of Trade, Commerce and Industry

The directorate is tasked to mobilise revenue for the Council, promote trade and facilitate investments in the city. It is structured into three main sections namely:

  1. Commercial management section headed by the Assistant Director of Commerce (Commercial Management) Mrs Cathy Koloko. The section has the following units:
  • Property Rates unit headed by a Commercial Officer. The unit is responsible for collection of revenue from property rates; the rates levied on all properties within the City boundaries
  • Businesses Licences and Advertising unit headed by a Trade and Licencing Officer. This is responsible for issuance of business premises licences and management of advertising spaces in the City.
  • Traffic Management unit headed by a Traffic Management Officer. This is responsible for the management of bus depots, minibus terminals and parking spaces in the City.
  1. Investments section headed by the Assistant Director of Commerce (Investments) Benson Chirwa. The section has the following units:
  • Investments section headed by an Investments Officer. This is responsible for the promotion and facilitation of investment in the City.
  • Markets and Commercial Rentals unit headed by a Market Superitendent. The unit is responsible for the management of markets, shops and commercial structures (under ownership of the Council) in the City. The Council currently manages the following markets:
