Core Function

The core function of the Directorate is to act as the chief legal advisor to the entire Blantyre City Council. The Directorate provides legal advice to all departments and Council members. It ensures that all the Council's operations and decisions are legally sound, compliant with relevant laws, and protective of the City's interests.

Key Functions of the Directorate

1) Providing Legal Advice and Opinions

The Directorate offers expert, impartial legal counsel on matters such as contracts, property transactions, employment, planning, social care, and statutory compliance.

2) Litigation Management

Officers represent Blantyre City Council in all legal proceedings—both as plaintiff and defendant. This includes preparing documents, managing external counsel, and resolving claims submitted by citizens.

3) Contract and Document Management

Responsible for drafting, reviewing, and vetting contracts, agreements, ordinances, resolutions, and other legal instruments to safeguard the Council's interests and ensure compliance.

4) Legislative Drafting and Review

Assists in preparing proposals for new local laws and secondary legislation (regulations and By-laws) while providing expert guidance on their legal implications.

5) Risk Management

Identifies potential legal risks within Council activities and develops strategies to minimise or mitigate them.

6) Public Records & Information Management

Handles public records requests, ensures timely and legally compliant responses, and maintains archives of legal documents.

7) Staff Legal Awareness Support

Provides information and guidance to Council staff and officials on legal issues related to their duties, including updates on law amendments and new legislation.
