Vacancy: Geographic Information Systems Officer

Blantyre City Council is implementing the Malawi Water and Sanitation Project-1 with the support of the World Bank. The Council, therefore, invites applications for the following positions tenable in the Directorate of Engineering Services at Civic Offices on a One (1) year fixed term contract.

 

Position Title GIS Officer – Grade S2 (Non-Established)
Location Blantyre City Council
Reports To PST- Coordinator
Status Full Time – Non-Established Contract – 1 year renewable

 

Duties and Responsibilities

  • (i) Preparation and maintenance of geographic data concerning operations with the Geographic Information System (GIS).
  • (ii) Provision of data analysis, data conversion, and specific GIS project management for the city’s water and sewer system using software to produce maps, charts, graphs and reports to illustrate the results of analyses
  • (iii) Provision of a variety of specialized and technical planning support work to maintain GIS data base information for the Council,
  • (iv) Production of sewerage maps for planning and development process review.
  • (v) Collection and verification of GIS data, advising departmental users, and working with other City staff to coordinate usages.
  • (vi) Provision of technical mapping/data processing tasks, such as updating and maintaining the accuracy of the City’s water and sewer system using ArcGIS.
  • (vii) Analyzing and extracting data maps, databases, spreadsheets from preliminary plans, construction plans, and digital files.
  • (viii) Monitoring and updating of Council GIS system with any changes and/or improvements in the city’s sewer system, and storm water system.
  • (ix) Maintaining and archiving GIS data; and entering changes to document and reflects official actions.
  • (x) Providing information to the general public and other City departments relating to land and property maps and records.
  • (xi) Producing reports and maps related to City operations.
  • (xii) Determining and applying analytical procedures for spatial and non-spatial data.
  • (xiii) Maintaining tabular databases for various layers.
  • (xiv) Reducing, enlarging, and transferring drawings and maps.
  • (xv) Obtaining, analyzing, querying and reviewing GIS information.
  • (xvi) Providing quality control of data in the GIS system.
  • (xvii) Performs other related duties as assigned.

 Knowledge, Skills and Abilities

  • (i) Knowledge of departmental policies and procedures.
  • (ii) Knowledge of GIS techniques and map preparation.
  • (iii) Knowledge of basic spatial analysis.
  • (iv) Knowledge of ESRI, ArcGIS or ArcINFO software.
  • (v) Skill in preparing documents and maps electronically with accuracy, in creating databases and maintaining and updating data layers.
  • (vi) Ability to establish and maintain effective work relationships and communicate effectively with the general public, contractors, and other employees.
  • (vii) Ability to communicate effectively in oral and written forms.
  • (viii) Ability to plan and organize work and maintain necessary records and reports.

QUALIFICATIONS 

Bachelor’s degree in Geographic Information Systems, Planning, Engineering, or related field in GIS plus knowledge and level of competency combined with specialized training using ESRI’s ArcGIS 9.x Arc Editor or ArcINFO to produce maps, perform spatial analysis and generate database.

Two (2) years’ experience in GIS database development, map production and GIS data analysis.

Or an equivalent combination of education and/or experience.
