Vacancy: Procurement Officer (S2) Non-Established
Blantyre City Council is implementing the Malawi Water and Sanitation Project-1 with the support of the World Bank. The Council, therefore, invites applications for the following positions tenable in the Directorate of Engineering Services at Civic Offices on a One (1) year fixed term contract.

Position Overview
Reporting to the PST Coordinator, the Procurement Officer will oversee the procurement of project related goods and services, providing regular project reports to PST Coordinator and management as required. The Procurement Officer provides technical leadership, oversees data management. The Procurement Officer will provide regular updates to the project component leads and ensure that the World Bank procurement standards are adhered to at all times.
Job Responsibilities
- (i) Preparation and updating of Project Annual Procurement Plan.
- (ii) Ensure that the World Bank Procurement Tracking System for monitoring of the Project procurement
- (iii) activities (STEP) is updated and used in real time;
- (iv) Coordinate all procurement activities for timely procurement of goods, non-consulting services and works.
- (v) Prepare solicitation documents in the format required by IFIs and advertise invitation for bids;
- (vi) Draft and issue contracts, Terms and conditions and schedules and ensure effective management of contracts
- Preparation of evaluation reports, contracts, award notices and other procurement and contractual documents as required;
- Establish and maintain procedures for the receiving, inspecting, testing and acceptance of goods.
- (ix) Ensure compliance with procurement methods and prior review thresholds applicable to the project;
- (x) Preparation of Quarterly procurement progress reports; and
Carry out any other relevant periodic duties that may be assigned by the PST Manager
QUALIFICATIONS
- Bachelor’s Degree in Supply Chain Management, Procurement
- Minimum of 1 year of professional experience preferable.
- Excellent written communication skills is a MUST.
