                Duties

Reporting to the Director of Administrative Services, the Principal Systems Analyst will be responsible for the following:

  1. Formulation of Council’s IT Policies
  2. Managing the Council’s IT System
  3. Developing and implementing budgets for the IT Section
  4. Planning periodic IT audits for the Council
  5. Developing and implementing plans to ensure the council’s network continues to operate smoothly in the event of a problem
  6. Working closely with other departmental Managers to assess the growth needs and maintenance of the company’s network
  7. Developing and recommending appropriate IT packages for Council operations.

Vacancy: Sewarage Engineer (Grade I/M7)

The Local Government Service Commission is inviting applications from suitably qualified Malawians for the following vacancy existing at Blantyre City Council:

Position: Sewarage Engineer (Grade I/M7)

Applicants must be in possession of a Bsc. Degree in Engineering, specializing in Civil, Environmental or Geotechnical disciplines with a minimum of three (3) years’ experience in a busy industry. Those with a Bsc. Degree with a bias in Chemistry will have an added advantage. Membership to the Chemistry Association of Malawi will also be added advantage.

Job Summary

Handles all technical issues pertaining to the city’s sewer system and ensures proper sludge disposal methods in line with Government regulations.

                Duties

The successful candidate will be expected to perform the following duties:-

  1. Periodically conduct wastewater parameter studies to identify and characterize wastewater at various key discharge points in the processing plant with the objective controlling pollutant at source.
  2. Provide workable actions with plant process personnel to curb uncontrolled practice of allowing the pollutant discharging into sewer lines and causing excessive pollutant ended up in WWTP.
  3. Gather and analyse wastewater data to ensure full compliance with Department of Environment (DOE) Standard and to identify potential problems and take pre-emptive corrective actions to ensure the WWTP is always in good operating condition.
  4. Analyse and implement the most cost- effective approach on sludge treatments or disposal methods.
  5. Manage all chemicals and scheduled wastes in the processing plant and WWTP to ensure full compliance with Government Regulations.
  6. Manage the Council’s swage laboratory.
  7. Provide technical direction or supervision to subordinates (engineer, technical personal, operators and lab assistants) on day-to-day operation of WWTP to ensure full compliance to Government Regulations including the following activities:
  8. Control odor emission from WWTP
  9. i) Collect and test samples of sewage, employing analysis standards and testing equipment, to ensure treated water meets DOE standards
  10. i) Inspect machinery and maintain surveillance on operating conditions, gauges and meters to     ensure                 continued efficient operations as well as detect   malfunctions
  11. k) Record and track plant and equipment operational data, including meter and gauge readings, and observe a regular schedule for maintenance and upgrades to prevent system breakdowns
  12. l) Maintain and repair plant equipment to by using both hand and tools
  13. m) Prepare and submit report in compliance to the requirements of Government Agencies

Experience: 
• 3 – 5 years of working experience at WWTP or consultant specializing in WWTP design

                Job Summary

Schedules operations at the landfill; operates heavy equipment used in the operation and maintenance of the landfill; leads, oversees, reviews, and performs the work involved in the supervision of all Landfill employees and Environmental Systems Technicians assigned to that location; and ensures work is completed as scheduled and in accordance with prescribed methods and procedures.

  Duties

  1. Provides oversight of the operation and maintenance of the landfill systems that include, but are not limited to:  Leachate retention and aeration systems, leachate evaporator systems, methane gas collection system, flare station, and other environmental monitoring and control systems.
  2. Makes necessary repairs and adjustments, and calibrate and maintain all gas, leachate, and water monitoring equipment.
  3. Performs and/or coordinate tasks associated with maintenance requirements of regulatory agencies, such as maintenance of the landfill cover and its vegetation, and other duties associated with regulator reports and compliance with regulations, and preventing landfill gas and leachate from escaping from the landfill.
  4. Orders materials, fuels, supplies, and services; purchases equipment, materials, and supplies within scope of financial authority; monitors and justifies costs and/or expenditures for adherence to operating budget; and maintain inventories of equipment parts and reorder as necessary.
  5. Maintain records by using computer applications including spreadsheet, database, and presentation software to collect, record, summarize, analyze, report, and display numerical, textual, and graphical information related to the maintenance of the landfill.
  6. Observes work site and equipment to detect and protect against unsafe or hazardous operating conditions; ensures provision of or provides safety instruction or training for personnel under charge; ensures proper training for personnel in all new equipment or procedures implementation; ensures adherence to established safety standards/procedures for crews under charge; and conducts safety inspections of the entire landfill site, identifying problems and assisting with developing and implementing solutions.
  7. Assists with the management of personnel functions of the landfill and environmental systems, i.e., assisting in the evaluating performance; allocating personnel; acting on personnel problems; recommending hires, transfers, promotions, disciplinary actions.
  8. Act as Incident Command in emergency situations at facilities under supervision.   May be required to coordinate with outside agencies during emergencies in a professional manner.  Must be able to identify, recognize, and detect landfill fires.  Must be able to identify proper procedure to extinguish a landfill fire.
  9. Inspects equipment, containers, and vehicles; ensures equipment, containers, tools, and supplies are properly inventoried, maintained, and used at all times.
  10. Ensures that all testing is performed and understands results of all testing that includes, but is not limited to gas system, leachate system, transfer station(s) effluent, air quality, and water quality.  Ability to read, calculate, and understand all reports from regulations, engineers, etc. in relation to same.

 

As a positive and engaging candidate you will also display the following:

  1. a) 4+ years practical experience in Waste and Resource Management within a consultancy;
  2. b) Demonstrated ability in Engineering design, construction supervision, data analysis, report writing and                 environmental assessments;
  3. c) Working knowledge of Malawian and regional environmental legislation and policies, standards and guidelines;
  4. d) The ability to work autonomously and collaborate with other disciplines within the                                 business;

 OTHER REQUIREMENTS:

  1. a) Possess a valid driver’s license and be insurable.
    b) Possess or have the ability to obtain a valid First Aid card and CPR certification, within       one (1)   year from date of hire.
  2. c) Possess the minimum of a valid Class “B” CDL, must obtain a Class “A” CDL with tanker endorsement within one (1) year from date of hire.
